Your character could have stumbled onto this by accident and need an explanation. It could be something held annually in this small town. It could also be a community events coordinator ‘trying something’ for events. Whether attending, participating or even trying to avoid, use this event as a different from normal activity/event and show the characters, town, culture in a different light.
